Eligibility, Funding Priorities, and Application Expectations

At the Pottstown Regional Community Foundation (PRCF), we are committed to partnering with organizations that drive positive, measurable change across western Montgomery County, northern Chester County, and eastern Berks County. These Core Grant Policies & Guidance are intended to help applicants understand eligibility requirements, funding priorities, and application expectations when seeking support from PRCF.

This page is designed to be applicant, facing and supportive. It explains how PRCF approaches grantmaking, how proposals are reviewed, and what distinguishes competitive requests. It is not a contract. All awarded grants are governed by PRCF’s Grant Terms and Conditions and any applicable program, specific requirements.

Section 1:

Who Is Eligible

Organization types:

  • Nonprofit organizations with current 501(c)(3) tax-exempt status and in good standing with the Internal Revenue Service
  • Public or private K–12 schools and school districts and religious organizations following special guidance (see Section 7 below)
  • Faith-based organizations proposing non-religious, community-accessible programs, with an emphasis on collaboration and early consultation with PRCF staff.
  • Organizations, municipalities, or collaborative initiatives that serve residents within PRCF’s 10-mile service area centered around Pottstown.

Other items of note impacting eligibility:

  • Organizations must be registered with the Pennsylvania Bureau of Charitable Organizations unless otherwise exempt per the Institutions of Purely Public Charity Act
  • Grantees with outstanding reporting requirements are ineligible for funding.
  • Organizations that support sectarian religious activities or causes that advance a specific religious belief or agenda are ineligible for funding.

IRS Charitable Status

  • Eligible nonprofit applicants must maintain valid tax-exempt status throughout the application and grant period.

Fiscal Sponsorship

Organizations without independent tax-exempt status may apply through an eligible fiscal sponsor. The sponsoring organization must meet PRCF eligibility requirements and is responsible for financial oversight, compliance, reporting, and grant administration. Applicants considering fiscal sponsorship are encouraged to review PRCF’s Grantee Guidance: Serving as a Fiscal Sponsor prior to applying.

Geographic Area

Funded projects must primarily benefit residents within PRCF’s 10-mile service area centered around Pottstown. Applications should clearly describe the population served and how services are delivered within this area.

Section 2:

Who Is NOT Eligible

The Foundation does not support funding requests for the following:

  • Alumni activities
  • Debt reduction or loans
  • Disease-related charities
  • Endowment contributions
  • Individual medical bills
  • Political campaigning
  • Lobbying activities
  • Scholarships

Section 3:

Project Alignment

All proposals must align with PRCF’s Results Grantmaking Framework, which defines the Foundation’s priority outcomes under two strategic pillars:

Developing Youth Potential

Supporting early childhood development, student wellness, youth leadership, and readiness for lifelong success.

Promoting Equitable
Health & Wellness

Addressing healthcare access, behavioral health, nutrition, fitness, recreation, and inclusive public spaces.

Proposals that clearly articulate how their project advances one or more target outcomes within these pillars, and demonstrate alignment across activities, outcomes, and evaluation, will be more competitive. Review the Results Framework Guide for more details.

Policies & Guidance

Grant Limits

Grant Cap

PRCF grant requests are typically capped at $100,000. Requests above this amount may be considered only with prior leadership approval.  

Multiple Submissions

Organizations are generally limited to one grant application per grant cycle. While organizations may apply in subsequent cycles, requests that would result in more than one grant award within the same fiscal year are typically less competitive, as the Foundation prioritizes distributing resources broadly across organizations.

Capacity-Building Grants

Capital requests involving technology, facilities, or equipment must be submitted as capacity-building grants.

Applicants must provide documentation of a clearly defined scope of work, a clear implementation plan, and supporting cost documentation, such as a proposal from a third-party consultant or vendor quotes. Capacity-building requests submitted alongside a programmatic application in the same grant cycle will be reviewed only with prior approval from a Program Officer.

Concurrent Grants

The Foundation will not consider multiple grants for the same program or purpose during overlapping grant periods. Applications for funding that would run concurrently with an existing award for the same purpose are ineligible for consideration.

Fiscal Sponsor Guidance

Organizations serving as fiscal sponsors are expected to demonstrate readiness, strong internal controls, and clear alignment between the sponsored project and the sponsor’s charitable mission. Written fiscal sponsorship agreements are required. Review PRCF’s Grantee Guidance: Serving as a Fiscal Sponsor.

Letters of Support

Applications may elect to offer letters of support to demonstrate partnership, collaboration, or institutional commitment. Letters must meet PRCF’s Letter of Support Policy, including signatory authority, content standards, and currency requirements.

Grant Fund Usage

Grant funds must be used solely for the charitable purposes and activities approved by Pottstown Regional Community Foundation as outlined in the grant agreement. Grant funds may not be used, directly or indirectly, to support political campaigns, or lobbying activities. Grant funds also may not be used for activities or practices that discriminate on the basis of race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, or any other characteristic.

Grant funds may only be used for expenses incurred during the approved grant term. Costs incurred prior to the grant start date, or after the grant end date, are not eligible for reimbursement or support unless explicitly approved in writing by the Foundation. Use of grant funds outside of these parameters may result in corrective action, including repayment of funds or termination of the grant.

Variance Requests

Any material changes to an approved project, including budget revisions, timeline adjustments, scope changes, or key personnel changes, require advance communication with PRCF. Applicants and grantees should review PRCF’s Grantee Variance Requirements Policy for detailed guidance.

Section 5:

What Makes a Successful Proposal

While no single factor guarantees funding, PRCF evaluates applications holistically using the following criteria.

The Organization

Competitive applicants:
  • Demonstrate why they are well positioned to implement the proposed project
  • Show the capacity to manage funds and deliver results
  • Demonstrate collaboration with formal commitments and shared leadership
  • Promote trust and reciprocity among stakeholders
  • Are in sound fiscal condition

The Project

Competitive projects:
  • Are priority projects listed in the Results Framework Guide
  • Address a clearly defined community need
  • Demonstrate shared community support
  • Present a well-defined project plan
  • Identify achievable, measurable outcomes
  • Include a thoughtful evaluation approach
  • Secure other financial or in-kind support
  • Show long-term viability and sustainability beyond PRCF funding

Section 6:

Strengthening Your Application

Characteristics of More Competitive Proposals

PRCF recognizes that strong applications reflect thoughtful planning, realistic scope, and a commitment to learning and impact. While not required, the following characteristics often strengthen proposals and help them stand out during review.

Projects that demonstrate secured or committed funding from other sources, including public funding, private foundations, organizational contributions, or in, kind support, signal readiness and sustainability. Leveraged funding helps maximize PRCF’s investment and reduce long, term dependency.

Competitive proposals are grounded in relevant data, community needs assessments, or research that clearly define the problem being addressed. Applicants are encouraged to cite local data whenever possible and to incorporate community voice and lived experience into project design.

PRCF values projects that build on evidence, based or proven program models with a track record of success. Applicants should describe how their approach reflects best practice and why it is appropriate for the population served.

PRCF also recognizes the importance of innovation. The Foundation regularly considers seeding new or pilot projects when they are informed by research, aligned with best practice, and designed with sustainability in mind. Applicants proposing new initiatives should clearly articulate the evidence base, learning goals, and pathway to long, term impact.

Strong applications describe how the project will be sustained after PRCF funding concludes, whether through diversified funding, integration into ongoing operations, partnerships, or policy or systems change.

Section 7:

Guidelines for Grant Seekers

Applications for the Schools K, 12 program area are accepted only during the Spring grant cycle and are limited to public school districts and private schools. Applicants should consult PRCF’s School Wellness Initiative Guidance for detailed requirements, priorities, and award ranges.

PRCF welcomes proposals from faith, based organizations whose work aligns with PRCF’s strategic pillars. Funded activities must be non, religious in nature, open to the broader community, and accessible regardless of religious affiliation. Collaborative partnerships demonstrating commitments from other faith, based organizations and alignment with PRCF’s Results Framework are required. Faith, based applicants are strongly encouraged to consult with a PRCF Program Officer prior to applying.

PRCF considers capital grant requests for eligible applicants for projects that improve community infrastructure, expand organizational capacity, or strengthen access to health, education, and wellness resources. Capital grant requests to the Pottstown Regional Community Foundation (PRCF) are limited to a maximum of $100,000 and require a minimum 50% match. PRCF will contribute up to 50% of allowable project expenses, and funding is provided either as a reimbursement or as a disbursement contingent upon a commitment to provide verified documentation of matching funds. Documentation of the 1:1 match is due either at application time (more competitive) or at project completion, unless otherwise stated at the time of the award notification and agreement. This matching requirement ensures organizational commitment and helps leverage additional community investment. Capital requests are considered exclusively for Built Environment projects. Review PRCF’s Capital Grant guidance prior to applying.

Eligible Capital Expenses
  • Site planning and permitting fees
  • Site surveys
  • Architectural and engineering costs
  • Facility improvements
  • Equipment and information technology (when part of a Capacity Building Grant)
Ineligible Capital Expenses
  • Certain expenses, such as land acquisition or debt repayment, are not eligible.
  • Developer’s fees
  • Relocation expenses
  • Land acquisition
  • Debt repayment or financing fees

Note: If your capital request involves technology upgrades, facility enhancements, or equipment, you must submit a Capacity Building Grant application.

Matching funds must be documented through formal letters, financial records, or donor documentation demonstrating commitment and alignment with the proposed budget. Documentation of the 1:1 match is due either at application time (more competitive) or at project completion, unless otherwise stated at the time of the award notification and agreement.

PRCF supports three primary grant types: Direct Service, Capacity Building, and Systems Reform. The Foundation prioritizes supporting a broad range of organizations and initiatives by awarding a larger number of grants at modest funding levels, rather than concentrating resources in a small number of high, dollar awards. This approach allows PRCF to extend its impact across many community partners and respond to diverse community needs.

Consistent with this strategy and recent historical trends, the average grant award in fiscal year 2025 was approximately $27,000 Requests exceeding this range are considered less common and are typically reserved for historic partnerships and strategic initiatives that directly advance PRCF’s priorities and outcomes. Higher, dollar awards are generally developed in collaboration with Foundation program officers and leadership, often through targeted or invitation, based processes.

  • Full Application: Requests over $10,000 up to $100,000 (unless approved by Foundation leadership)
  • Abbreviated Application: Requests of $10,000 or less

PRCF also offers optional technical assistance sessions during designated windows which occur outside of active grant rounds.  Formal feedback for new and returning applications should be achieved by submitting a Grant Concept Form.  New applicants and organizations exploring new project ideas are highly encouraged to submit the form prior to applying.

Section 8:

Application & Submission

Grant Cycles and Schedule

PRCF offers two regular grant cycles each year. Program, specific timelines and deadlines are published on the Foundation’s website.

Application Portal

All applications must be submitted through PRCF’s online application portal. Only complete applications submitted by the stated deadline will be considered.

Off, Cycle Grant Consideration (Invitation Only)

In limited and exceptional circumstances, the Foundation may consider core grantmaking activity outside of these cycles when doing so aligns with strategic priorities or urgent community needs. Off, cycle consideration is by invitation only and is initiated at the discretion of PRCF staff and the Grants Impact Committee.

Situations that inform off, cycle consideration include, but are not limited to:

  • matters arising from prior competitive grant review,
  • catastrophic community events or urgent community emergencies, including emergency damage to infrastructure that significantly impedes an organization’s ability to serve vulnerable populations, and
  • unique or time, sensitive strategic opportunities identified by the Foundation.

Off, cycle grant consideration is not an alternative application pathway, and the identification of a situation does not guarantee funding.

Final Note
